The story is talking about the times men in NYC had. When the temperature is low it's cold, and everyone rushed to the Intake Center for homeless men, which became to crowded. Their were more men then chairs. The men would have to go to hotels for meals and a place to sleep at the city expense.
As the story went on it talked about the total of homeless men which was 3,744 homeless men. Only ten of them got beds. The story is kinda sad because the men were treated like they were in a concentration camp. It's almost like they were being penalyzed for being homeless.
"Homeless Men" had some similaries to "homeless" because, people were outside with no place to call home. I believe some of the people had a certain look, odor and behavior.
